Hearty Beef 'n Potato Casserole

4 cups (1/2 of 30 oz bag) frozen potato rounds
1 lb. ground beef
1 pkg. (10 0z) frozen chopped broccoli, thawed
1 can french fried onion rings (2.8 oz)
1 med. tomato chopped
1 can cream of celery soup (10 3/4 oz)
1/3 cup milk
1 cup of shredded cheddar cheese (40z)
1/8 tsp. black pepper
1/4 tsp garlic powder
 
 

I use more cheese and omit garlic powder. I use one cup broccoli x1 1/2 cup mix veggies x 2 cups cheddar cheese.

Place potatoes on bottom and up sides of 8 x 12" casserole. Bake at 400 for 10 min uncovered. Brown beef and drain. Place beef, broccoli, 1/2 can french fried onions and tomatoes in pot shell. Combine soup, milk, 1/2 cup cheese and seasoning. Pour this over beef, broccoli, onion rings, and tomato. Bake covered at 400 for 20 min. Top with remaining cheese and onion. Bake uncovered, 2-3 min longer.
